Latex is actually a really unique material! Its expensive, and cant be sewn; You use a special glue for the seams, and it takes a lot of time and experience. I wouldnt reccomend it.
PVC Vinyl, on the other hand, is much easier to work with! It’s a step up from things like cotton, but it’s still not impossible. You can get it from Spandexhouse, Spandexworld, or MJTrends. Make sure you pick up 4 way stretch; 2 way or no stretch will be impossible to fit properly.
For sewing it, pick up a teflon foot for your machine (You can get one super cheap online.) You can also lay a piece of parchment paper over what your about to sew.. a lot of machines have trouble sliding on the fabric, so a teflon foot + parchment paper make it flow smoothly. After, you just tear the paper away! If it doesnt make sense I can take a picture to show what I mean, just let me know.
Socks themselves are SUPER EASY to make. You literally wrap the fabric around your leg right side to your skin, pin it together at the back, and sew up the back! You can use any stretch stitch. The trick to making vinyl look nice is making it REALLY TIGHT. If its not really stretched when youre wearing it, you get that “trash bag” look. It takes a bit of trial and error, i STILL dont get my vinyl stuff right on the first try, and always end up taking it in more.
I know this is a long answer but hopefully it helps! If you have any more questions let me know~
